Policy Paper - Restoration of the Rope and Renewal of Enveloping Settlements

This paper presents the main points of the regional plan for the development, rehabilitation and regeneration of enveloping settlements. The plan is based on 4 key axes: a spatial strategic plan for the planning of the Western Negev based on the city-village principle developed by the institute in collaboration with Kulker-Kulker-Epstein Architects, increasing the jurisdiction of the authorities and councils, regulating property in all the surrounding areas, and an economic-legal model for promoting housing within reach in research.
