The reform in Israel's land policy that was published in 2009 created an opportunity for reform in impoverished neighborhoods in Israel. It granted, as a principle, property rights to apartment owners in these neighborhoods as leverage for their improvement and enhancement. The proposed law aims to consolidate under one enactment the provisions regarding: declaring impoverished neighborhoods in the State of Israel as areas for urban renewal; neighborhood rehabilitation; defining apartment owners as eligible according to the law that aggregates rights derived from the part of the beneficiary in the renewal area; defining the land supplement that will include the enclosed areas and manufacturers included in the area or surrounding it, from which rights will also be derived.
