The plan is based on 5 main axes: a spatial strategic plan forthe Western Negev based on the urban-rural model developed by the Institute for Structural Reforms in cooperation with Kolker-Kolker-Epstein architects, increasing the jurisdiction of local authorities, regulating property rights and ownership throughout the region, and an economic-legal model promoting affordable housing.
